🔔 UPDATE ON SOCIAL INSURANCE, HEALTH INSURANCE, AND UNEMPLOYMENT INSURANCE CONTRIBUTION RATES EFFECTIVE FROM JANUARY 1, 2026

(Based on Official Dispatch No. 64/TB-BHXH issued by Ho Chi Minh City Social Insurance)

📍 Applicable to: All employers in Ho Chi Minh City.


1️⃣ MINIMUM WAGE EFFECTIVE FROM JANUARY 1, 2026

Area II VND 4,730,000 VND 22,700
Area III VND 4,140,000 VND 20,000
Area IV VND 3,700,000 VND 17,800

📌 Applicable areas:As specified in the Appendix to Decree 293/2025/NĐ-CP.

2️⃣ RESPONSIBILITIES OF THE EMPLOYER

Enterprises are required to review and adjust:

  • Labor contracts
  • Collective labor agreements
  • Wage policies and internal regulations

🔹 In cases where existing agreements provide more favorable terms for employees
(Higher than minimum wage, occupational allowances, and allowances for arduous/hazardous work, etc)
👉 Continue to apply, unless otherwise agreed.

🔹 If the applicable area results in a new minimum wage level that is lower than the rate applied as of December 31, 2025
👉 Continue to apply it to employees recruited before December 31, 2025,until new regulations are issued.

3️⃣ ADJUSTING OF SOCIAL INSURANCE CONTRIBUTION WAGE LEVELS – IMPORTANT NOTES FOR ENTERPRISES

After adjusting wages in accordance with Decree 293/2025/NĐ-CP,
enterprises are required to submit updated salary information for social insurance contributions
(Social insurance, Health insurance, Unemployment insurance, Occupational accident insurance).

  • The Social Insurance authority automatically adjust the contribution ceiling
    if the enterprise declares correctly → No submission is required.
  • If the declared wage and allowances are incorrect
    → submission of adjustment records is mandatory.

Deadline: January 25, 2026
➡ If adjustment records are not submitted, the Social Insurance authority will
temporary apply the minimum contribution wage in accordance with Decree 293/2025/NĐ-CP.

4️⃣ CONDITIONS FOR THE SETTLEMENT OF SOCIAL INSURANCE BENEFITS

👉 The Social Insurance Authority will only confirm contribution periods and settle benefits
when enterprises comply with the minimum wage levels as prescribed by the Government.

⚠️IMPORTANTNOTE FOR HR – ACCOUNTANTS – BUSINESS OWNERS

  • It is not sufficient to merely increase wages to meet legal requirements.
    👉 Wage adjustments must be accurate, and social insurance records must be updated promptly
  • Delays in updating 👉 retroactive collection and penalties,
    directly affects employees’ entitlements.
